Export controls are a set of national and international rules designed to regulate the shipment of certain sensitive goods, technologies, or information abroad. Products created or modified for military use, as well as all products that can be used for both civilian and military purposes, are covered. These rules aim to:

  • Protect national and international security,
  • Prevent the proliferation of sensitive weapons or technologies,
  • Comply with international embargoes and sanctions,
  • Combat terrorism and organized crime.

Even if you are a small business, you may be affected by export control regulations. Here are some examples of situations where a shipment may be subject to export control regulations:

  • You are shipping electronic equipment or software abroad.
  • You are shipping products subject to dual-use regulations (products that can be diverted for military use) abroad. You are shipping biological samples, chemicals, or advanced telecommunications equipment.

Examples: a metal golf club (metal alloy: controlled under 1C002), a condenser with a rated voltage exceeding 1.4 kV (controlled under 3A201), shoes, clothing, or protective gloves specially designed for protection against biological agents (controlled under 1A004).

Some questions to ask yourself before sending a package abroad:

  • Is the content of my package technologically sensitive?
  • Could this product have military or strategic uses?
  • Is the recipient or destination country subject to restrictions?
  • How will the contents of my shipment be used by the recipient? Could it be diverted from its primary use?

Need help finding the customs code for the contents of your package? You can search by keyword on the official website of the French Customs Service via the RITA tariff encyclopedia tool.

If the contents of your shipment are subject to export restrictions, an export license, i.e., an authorization issued by the competent authorities, may be required.

To find out if your shipment requires a license, you will need the customs code associated with the contents of your package. To find this customs code, you can search by keyword on the official website of the French Customs Service using the RITA tariff encyclopedia tool.

You can then use the European TARIC consultation tool to check for any restrictions that may apply.

Your responsibilities
As the sender, you are responsible for checking whether your shipment is subject to restrictions. Failure to comply may result in customs, criminal, and financial penalties.

Here are the prerequisites for the service to function properly:

  • 100% of recipients' email addresses and mobile phone numbers must be provided.
  • Your customers must be informed via your purchase funnel that the package will be delivered in exchange for a secure code.

Secure home delivery by code can be activated directly from your Colissimo Box account, provided that you meet the service requirements. 
Here are the steps to follow:

  1. Go to the “Set up my services” tab.
  2. Activate the “Secure delivery by code” option for one or more accounts.

For activated accounts, only packages shipped via Colissimo Domicile with signature will be delivered in exchange for a confidential code (6 digits or QR code). No additional costs or contract amendments are required.
